An Open HOA Meeting will be held on July 20th at 6pm at Sierra View Country Club, 105 Alta Vista Avenue, Roseville. The Golf Course Preservation Committee will be available, and our attorney will be there to answer questions about the Application filed with Placer County to develop homes on the golf course.

Here is the full application with numerous Placer County comments, questions, and requests for more information.

Clearly this is not a rubber stamp application. Here is just one example of an information request:

“Financial Analysis of Golf Course Operations: The project description includes information stating that the cost of golf course operation and maintenance relative to golf course revenues does not support continued operation of the golf course, though the claims do not go so far to state that revenues are inadequate to cover cost of ownership, operation, and capital upkeep.

If the project proponent desires the County to consider these factors in the analysis of this project, a financial analysis of the golf course operations should be provided. Due to likely concerns pertaining to the sensitive proprietary nature of this data, Placer County can arrange, at the applicant’s sole expense, to have an independent third party financial consultant receive and review golf course financial data and prepare an independent report to disclose its findings without disclosure of sensitive financial data. That information may be useful in evaluating the feasibility of the project and the EIR analysis of alternatives to the project. In absence of an independent review of financial information, the County staff cannot take these statements as fact and evaluate their merits as they apply to the project nor prepare any findings relative to these claims.”

My favorite question from the county (page 52) Park and Recreation Proposal: The existing Morgan Creek project achievement of Quimby Act park dedication requirements and Placer County General Plan park dedication requirements (see PCGP Policies 5.A.1 – 5.A.5 and PCC 15.34.010) to provide 5 acres of improved active parkland and 5 acres of passive recreation area per 1,000 residents was based on a mixture of active and passive recreation improvements (and park dedication fees), including the existing 18-hole golf course. Removal or diminishment of the golf course improvement reduces the existing Morgan Creek project’s required contributions to improvement of parks and open space to serve existing Morgan Creek residents, and does not account for active and passive park improvements that will be required to serve this project.
    What park improvements does this project propose to meet its obligation to replace recreation values that would be displaced from the reduced acreage and function of the existing golf course plus provision of additional park facilities to meet requirements for new residents? Note that analysis of this issue will require preparation of an engineer’s report to detail the unit costs of existing recreation features that would be displaced as well as the unit costs of proposed active and passive recreation improvements in order to support an analysis of these issues.

I’m dismayed that our BOD and Associa Management seem to be solely relying on Town Square and posting notices on community bulletin boards to inform Homeowners of the July BOD Meeting to discuss this critical issue. The last information I was provided by our BOD and Community Management indicated that only about one third of all homeowners were signed up on Town Square.

    Without question it’s the most important issue facing our community and potentially places all Homeowner’s at-risk of substantial loss of privacy, open space and quality of life. And most importantly, if this development proposal is approved, all homeowners are at risk of substantial loss in their home values.

    How can the BOD and Community Management NOT send mailed notifications to each Homeowner? If this issue does not warrant a mailed notification – then what issue would??? With so much at risk, it is my sense that our BOD, Associa Management and our Attorneys are making a BIG mistake by not ensuring that every Homeowner is notified and has the opportunity to participate in this meeting.

  3. I spoke to Bonnie Gore Wednesday at the Monthly Placer County Republican meeting in Roseville. I asked her what her position was regarding the development of the Morgan Creek Golf Course. She basically said she would not say how she will vote.
