At Tuesday’s HOA meeting it became clear residents continue to be cited for parking in the cutouts while visiting friends, a violation of the CC&R’s. This is a big problem and has been ongoing for a very long time. The board commented they were looking at changing the CC& R’s, a long and difficult process.
Here is a simple effective solution requiring only administrative action. All residents have parking stickers with numbers. These numbers are tied to a residential address. If the roving enforcement person is equipped with this simple lookup table he/she can quickly determine where the potential violator lives. If it is within a few blocks of the “offender”, cite them. If not, ignore it and move on.
The look up information can be provided by putting an up to date list on a secure Associa list published on a website accessible at the cottage or by cell phone to the enforcer; alternatively, by providing the greeter cottage with a printed list updated regularly. The enforcement person can either have phone access, carry a copy or obtain it by phoning the cottage.
This process only requires a directive by the Board to Associa to get it implemented, no further studies or delays. Far fewer complaints will be logged freeing Vicky to concentrate on the important stuff! Let’s do it.

My suggestion is that you stop citing residents altogether. We pay good money to live here and should be able to park where we need to.
I guess some clarification is Needed. The reason for the rule is to prevent residents using the cutouts to permanently park their extra cars leaving no space for guest parking. This is happening now on a grand scale. Hence, the citations. One thing that sets Morgan Creek aside is not having the streets of our neighborhoods clogged with unsightly vehicles.
We do not need parking patrol. Which is a waste of money. We need night time patrolling when real crime happens.

Generalky like the idea, but not sure that this is the best solution as residents could use the guest parking as a permanent extension of their own garages and driveways. I think that this needs more thought before implementation.
Exactly why the CC&R’s prohibit that and allow fines for doing so.
Residents using guest parking as an extension of their driveway is an issue & should be recognized & addressed. Certainly residents need to be able to utilize the guest parking for visiting other residents or for short periods of time when having work being done. Another idea would be chalk lines on the tires, like meter people do. ?? Just an idea to throw in the pot.
I like the idea of chalking the tires and returning in say 4 hours. I reason is as you get older you may choose to visit a neighbor that you find is too far to walk. So while you live here you may need guest parking. Also by looking up on map it could show you’re not adjacent to your own home
We have thought of all these ideas, except allowing residents to park in the cut outs for no reason other than they don’t have enough space in their garage and driveway. One thing that is a mystery is why residents don’t put the resident sticker in their car. We can have our security rover identify a resident and tell if a Cypress resident is parked in the Villas, then we know they are only visiting. However, 50% of our registered cars don’t put the sticker in their front window of their vehicle, so then how does that work? We will get a solution to this. There will be a cost to change the CC&R’s and we will need a community vote which is also an expense. It makes sense to change several at one time and the cost would be about the same to our community. We are currently looking for volunteers to be on the Committee to help change many of the CC&R’s that are not worded appropriately or out-dated or not valid any longer. I agree it is important to do something, but I do not feel its valuable to be vague with a term describing a “ a few blocks away”. There are a number of residents that have friends, and visit their family members who live on the other side of the Morgan Creek Neighborhood. Your proposed change would not effectively remedy the situation. The solution should be that everyone understand when to use the cut outs, and do so responsibly. If you are a resident visiting another resident for more than One Hour then park in the visiting residence driveway.The “greeters or parking violation patrol” would use the contact list to directly notify the visiting vehicle owner with a text or call prior to issuing a citation. Otherwise, consider if issuing parking citations to residents visiting other residents is a problem that needs a solution at all? Is it worth it? It would be more worthwhile for patrols to focus on neighborhood surveillance identifying safety concerns or other potential problems threatening the integrity of the neighborhood. Lastly, get to know your neighbors. Improved communication and education about rules within the community is the best way to resolve problems.

Before Sheila (former community manager) retired, she and several Board members had assembled almost 20 CC&R changes that needed to be made so all could be addressed at the same to SAVE MONEY. Since she retired there have been two Boards installed, two presidents elected and two Community Managers hired without ANY action taken to resolve any of these issues. Why?
These are the same issues that were identified for revision over four years ago, including the parking situation, and all remain unaddressed? Why? Is it a lack of continuity and leadership on our Board (President) that leads to inaction on important community issues? Is it a lack of leadership by ineffective community managers? Is it time for a New Management Company to replace Associa?
We deserve better!!
Jim, If you have a copy of those well thought out changes somewhere I would love to view them. We have the parking done and it is currently progressing through the system, but what others were done? I have been on the Board for 6 years and except for the parking rule change have never seen anything presented to the Board from Associa or any of these many (20) changes you are talking about. Would love to see them and present them to the current Board and Associa. Hope you can help out. This is a mystery.
Deb, I don’t have a list – Sheila kept it. It included revising the regulations to allow owners to keep their RVs at their home longer than the current 4 hours for loading and unloading. The discussion was to revise the allotted time to more like 2 days. Four hours for loading and unloading, even for young healthy individuals, is totally unreasonable. Sheila was employed by Associa and Associa is still our management company – why don’t THEY have those records???
I know previous Boards discussed numerous issues that were placed on this list so all could be address with one Board action. It is inexcusable that Associa does not have this list. I know that Ed Deala, Sharon Combs and John Carey all were involved with the placement of items on the list.
