HOA meeting last night-important things are happening

Last night, July 21, the HOA Board held its regular meeting via Zoom. There was a dismal turnout of 17 people, including the Board, but not too surprising in these strange times. Despite a few minor glitches, the meeting format was excellent. It will likely continue virtually via Zoom until we can resume normal meetings. There were several items/actions highlighted below that should be if interest to residents:

Villas on Morgan Creek Lane: The perpetual street disruptions and lack of visible progress continues. This has been going on for nearly 3 years. We were assured by our Associa rep, Angie, and the Board that discussions/negotiations were underway between our attorney and the developer to remove the continuing safety hazards of sidewalk completion, continuing road blockage and damage, and mitigation of this eyesore. We hope they keep the pressure on.

Golf Course: We were advised that Morgan Creek, LLC has filed a new preliminary application with Placer County to develop the golf course property into homes. The application is similar to that filed 1 1/2 years ago. It was emphasized by the Board President that while we are continuing to pursue a win-win strategy with the owners, we will continue to monitor and strongly oppose this development of our valuable resource.

Street sealing and cut out painting: This activity continues with major road sealing and traffic disruption scheduled for August. The approximate cost paid from planned reserves is $210,000. Affected residents are, and will be, informed when it is their turn. It was noted that for Morgan Creek Lane where the Villas developer has left major potholes, The HOA will have our contractor fill them in during sealing and bill the added cost to the property developer.

Committees structural change: The Board has decided to have all committees (ARC, Landscape, etc.) report through Associa rather than have a Board member on each committee. The reason cited was to free the Board to concentrate on policy decisions. Though not stated , this welcome change will also remove a conflict of interest where a Board member could influence am issue both in committee and then in a subsequent review process at the Board level.

Driveway widening and front landscaping rule: There have been a number of requests to widen driveways and pave over front yards to allow multiple vehicle parking. We believe this is not in keeping with the ambiance of the community and CC&R’s. The Board has approved a draft set of rules covering this. The draft will be circulated to homeowners for comment in the next week or so.

Parking Rules: Another iteration of this important topic has reached the draft stage. It will be reviewed by our attorney and should be out to homeowners for comment in the next week or so.

Landscaping projects: The HOA has gone out for bid for landscaping tasks not covered by the Procedia contract. This is for such items as tree trimming, common areas bark, boccie ball court refurbishment, etc.. Bids are in and being analyzed. The to do list is being returned to the Landscape Committee for reconciliation and prioritization prior to letting the contract

Speed cameras: This item continues under review with no firm schedule for implementation yet set.

This Board is the most active we’ve had in a long time. Their work is appreciated. We urge everyone to take them seriously and comment on those items being brought to your attention. If you want first hand access, we urge you to attend the next virtual meeting.

  1. Road seal coating. Originally Pinehurst Drive was to be sealed on August 18th which is a Tuesday. This originally was not going to be a problem as our trash pickup was on Thursday. However the garbage company has now moved our pickup day to Tuesday. Can the seal coating be moved to another day other than a Tuesday? Otherwise we will have two weeks of garbage accumulated.
