Golf Course Submits Pre-development Meeting Request to County

Morgan Creek in following Placer County’s procedures has submitted a request for a pre-development meeting with County planners. Their request asks for the meeting by May 22. A copy of the request, along with the HOA Board’s comments, is included below. Significant take aways are:

  • Their modified submission for a preliminary approval proposes building 48 homes on the south side only, none on the north. No zoning change would be required but it may require an update to the community plan. Though far from a done deal, their case is stronger than the prior submission.
  • The submission is still under SB330. It is uncertain whether the County accepts that the SB330 expedited processing applies.
  • The golf course converts to a 9 hole executive course using many of the existing holes. No specifics yet. The club house, restaurant and banquet center would remain as is.
  • They propose that the existing Environmental Impact Report still applies with no modification needed. We’ll need to object to this at the appropriate time.
  • Following the meeting, we assume a full preliminary plan will be submitted.
  • No action is needed unless or until a preliminary plan is accepted by the County.

Golf Course Development Plan Submitted-Details Emerge

The golf course owners have submitted a new preliminary development plan to to the County. The application is still requesting SB330 expedited status. They have 180 days to submit a final plan. We have included a copy of the preliminary submission below. What we know.

  • The plan includes 48 homes to be built on the east and south sides of Pinehurst adjacent to the existing homes. These lots likely will not require rezoning. The submission includes a plot map.
  • They have removed plans to develop lots on the north side of Morgan Creek. While not in this submission, it is certainly possible they will return at a later date with another plan to develop these properties, but not now.
  • The golf course will be changed to a 9 hole course with modified holes, possibly on both sides of Dry Creek. The clubhouse and banquet facility will not change.
  • Details such as easements, cooperation with our existing HOA, an EIR, etc. still need to be worked out.

There is no action we need to take at this time but we need to be prepared as the planning works through the process.

Golf Course Starts New Application for Homes

Morgan Creel, LLC has submitted a pre-application to Placer County. This time their plan is to build 48 single family homes on the south side only. The filing is again under the expedited SB330. This change will eliminate the need to change zoning, a major roadblock to their last application. We’ll let you know as things evolve.

HOA Meeting Tuesday, 3/19-Highlights and a Call for Volunteers

An open meeting of the HOA Board was held Tuesday, 3/19 at Creekview Ranch School. Approximately 20 people attended in person. The following are the main takeaways from that meeting.

  • From the committee reports, two stood out. First, the ARC is down to one person. The CC& R’s mandate 5 with a minimum of three. This is a BIG issue as this committee decides what building and maintenance of our properties is allowed. Do you want your application decided by one single member? Come on people. Surely a few among us can devote a small amount of time to staff this. Please can we have volunteers.
  • Second, the Landscape committee reported on numerous new proposals for plant removal, replanting, and maintenance costing thousands of additional dollars. Nearly all are add-ons to our sole source provider, Procida. A lot of discussion centered on why these couldn’t be incorporated in an overall maintenance contract. Several years ago the Landscape Committee developed a scope of work, and measurement metrics which would allow competing the work. Landscape is among the top 3 expenses of our Association! The then board rejected the work and again went sole source with Procida. With each new board and even a change in management companies nothing changed. With a new Board we must, in our opinion, compete this contract. The earlier work of the Landscape Committee could still be used as a basis. It is not too early to start this process!
  • The treasure’s report included a reserve fund of over $2 million. Lorenzo reported that the fund was in “good shape” . Since the recent raise in dues was apparently needed to fix a reserve deficit, we would ask for a current accounting (with numbers) of our surplus/shortfall to support this report.
  • The Golf Course Committee reported that no new action has been taken by Morgan Creek, LLC. The latest deadline for their preliminary application has again lapsed requiring a new submittal if they choose to proceed. Although a lawsuit was threatened against the County for deeming their application incomplete, none has materialized thus far.
  • First Service reported that the Association continues to aggressively pursue dues delinquency. There are approximately $32,000 in delinquencies. Liens are being filed.
  • A comment was made that the greeters at the Vineyard gate are worthless, letting anyone in, not calling homeowners for guests, and generally being ineffective. This view is shared by most of us. It was suggested we eliminate the daytime greeters and leave the gates open during daytime, then closing the gates in the evening (e. g. 6 pm to 11 pm) and staffing them then when a greeters presence would be more useful. We strongly endorse this suggestion.
  • Comments were made about the proposed rezoning of two parcels across from Creekview Ranch School for high density affordable housing (apartments). This is part of a State mandate. Although not part of our Association’s purview, this proposed action seems worth reporting. A Placer MAC meeting was held March 20 to discuss this proposal. If you’re concerned, get involved.

Golf Course-We Did It & Election Results

What a day it was. A super presentation by Senior County planner , Alex Fisch, a bumbling appeal by Morgan Creek, LLC attorneys, an amazing cheering section (literally!) by Morgan Creek residents. Result; a unanimous denial by the Placer County Board of Supervisors of the appeal to build 67 more homes in our precious community.

Our sincere thanks to the many volunteers who worked so hard to make this happen. You did make a difference. What’s next; a court filing, an amended development plan, giving up for now? The ball is now back in the appellate’s court. We’ll keep you posted on any further steps the golf course owners take.

We also had our HOA annual meeting last night, principally to fill two Board seats. James, our current President, was elected to a two year term as was Steve. Congratulations to both.

Golf Course Appeal Next Tuesday-an Urgent Reminder

The Placer County Board of Supervisors will meet next Tuesday, November 28 to rule on the golf course owners appeal of the Planning Commission’s decision not allow their project to build 67 homes in our community to go forward. We still need your help in supporting that decision.

It’s not too late. If you haven’t yet written to the supervisors expressing your concerns, do so NOW. They do read them. The list of their email addresses appears below.

Attend the meeting at 3091 County Center Drive, Auburn beginning at 9 am. The agenda has been published. This appeal will be heard first beginning at 9:30 am. Be there. Show your support in person. It does matter.

HOA Meeting Confusion Explained

We were as confused as many of you were. There are two upcoming Board meetings:

The open meeting on Monday, November 20 is to complete review of the 2024 Budget and the new reserve study. If you are interested in these items you can, of course, attend and comment.

The November 28 meeting, 6 pm at Creekview Ranch School, is our Annual Meeting. It’s primary purpose is to elect two new board members. If you haven’t returned your ballots, please do so. You can also vote in person. Above all, VOTE, VOTE, VOTE. If you don’t, we will like not achieve a quorum and will have to repeat the process with another expensive mailing. RETURN YOUR BALLOT NOW!

IMPORTANT CORRECTION-Placer Supervisors Golf Course Appeal Meeting Location November 28

The Board of Supervisors meeting to hear the Morgan Creek, LLC appeal will now be held at the Community Development Resource Center, 3091 County Center Drive, Auburn. Note, this is the same location as the Planning Commission meeting held last month. This larger venue will better accommodate the large number of you attending the meeting.

The start time of the meeting was incorrectly shown on the last BLOG post. It will start at 9 am. Our hearing will likely be first. We will post the details when the agenda is published later this week.
